A capability discovery layer turns 'what can this agent call?' into a query. AgentNet lets an agent discover capabilities, compose them into work and fan-out to providers, with a Task Registry that tracks each unit of work through a real state machine. The machine catalog (JSON), llms.txt and per-capability pages are machine-readable, so discovery is a fetch, not a scrape.
